The Big-8 Federal Agency Integration Index (2026–2027 Roadmap)
An unvarnished assessment of what America.gov can process natively vs. where users are kicked back to decades-old legacy agency portals.
01. Executive Summary: The Front-Door vs. Legacy Engine Reality
While the launch of America.gov represents the most significant aesthetic and navigational upgrade to U.S. government services since the creation of USA.gov in 2000, users must understand the distinction between the "Digital Front Porch" and the "Underlying Machine Room".
The front porch provides universal search, unified single sign-on via Login.gov, and conversational AI routing. However, the actual adjudication of claims remains distributed across hundreds of standalone systems, many programmed in COBOL or operating on legacy mainframe architectures.
02. Agency-by-Agency Integration Breakdown
IRS (Internal Revenue Service): America.gov links directly into IRS Direct File and Where’s My Refund. Complex corporate filings, international 1040-NR returns, and EFTPS quarterly estimated tax payments remain strictly on IRS.gov.
USCIS (U.S. Citizenship & Immigration Services): myUSCIS account holders can link credentials, but physical paper lockbox filings (e.g. concurrent I-130/I-485 packets, Form I-589 asylum) still require traditional paper mail delivery to Chicago, Phoenix, or Elgin lockboxes.
Department of State (Passports): Routine adult passport renewals (Form DS-82) are piloting in-portal digital uploads. First-time applications (Form DS-11), minor passports, and consular emergency services still require physical presence at an Acceptance Facility.
Social Security Administration (SSA): Replacement Social Security cards and benefit estimators operate smoothly. First-time SSN issuances for non-citizens and legal name changes require in-person identity inspection.
FinCEN (Financial Crimes Enforcement Network): Beneficial Ownership Information (BOI) reporting links directly to the FinCEN BOIR portal. Historical FBAR reports (FinCEN 114) remain on the BSA E-Filing System.
